EXAM GUIDE

 

HOW TO APPLY?

  

 Dates for Application: 10 March – 02 May 2014

 Fill in the Application Form completely, upload your digital photograph to the relevant section and         do not forget to save it. Your application number will be sent to you via e-mail.

 Pay the examination fee into IU Faculty of Open and Distance Education bank account providing your application number within the due date of application.

 Log in the system and add the bank receipt number, the date and upload the image of the page of your passport showing your identity information.

When your examination fee is transferred to the bank account and the place where you are going to take the examination is definite, you can print your Examination Admission Document. The place where you are going to take the examination is written on the Examination Admission Document.

1.               GENERAL INFORMATION, FUNDAMENTAL PRINCIPLES AND RULES
1.1.           İÜYÖS is an examination for foreign or overseas students who wish to receive education in İstanbul University. The results obtained from this exam can be used for applying for İstanbul University (İU) foreign or overseas students’ quotas. This examination is conducted by Istanbul University.İÜYÖS will be held on May 24, 2014 Saturday at 11.00 am. according to the local time of Turkey  For the İÜYOS examinations which will be given outside Turkey, the hours are given in İÜYOS Application Calendar.

 

İÜYÖS, will be given at the same time in all exam centres.

1.2.           This examination guide covers the rules to be followed by foreign or overseas applicants who would like to apply to İstanbul University for receiving education in 2014-2015 academic year.

1.3.           The İÜYÖS document is valid for 1 (one) academic year following the examination date.

1.4.           The languages to be used for the communication and the correspondence between İstanbul University and the applicants are English and Turkish.

1.5.           The applications for the examination will be accepted between 10 March and 28 April 2014 and can only be made online.

1.6. After the application form has been filled, the system will automatically send your Application Number to your e-mail address.

1.7. You must pay the exam fee into the İU account within the application period and have your application number written on the receipt.

 1.8. Log in the system and add the bank receipt number, the date and upload the image of the page of your passport showing your identity information.

1.9. The applicants who have been accepted to take the examination must print the Examination Admission Document using the given Application Number and must have their Examination Admission Documents and their valid passports with them in addition to a photocopy of the passport page showing their identity information on the examination day.

1.10. The applicants who have lost their Examination Admission Document can reprint their documents by logging in the system again with their Application Numbers.

1.11. The İÜYÖS result can only be used for applying for the quotas of Associate Degree and Undergraduate Degree Programs. It cannot be used in the transfer transactions of those who have been studying at an institution of higher education (undergraduate transfer) or in the selection and placement transactions of those who would like to receive post-graduate education.

1.12. The applicants who have to travel for taking İÜYÖS meet their own needs such as residence permit, accommodation, subsistence etc.

1.13. The application fee paid by the applicants cannot be transferred to the following years. The application is considered to be invalid if the examination fee has not been paid. The fees paid by the applicants who desist from applying in spite of having paid the admission fee, those who have paid the examination fee more than once, those whose applications are considered invalid, those who do not or cannot take the examination, those who are not accepted to the examination or dismissed from the exam, those who fail or whose examination papers are considered invalid in addition to those who have paid an amount for a transaction that is free of charge.

 1.14. The rules prescribed in this guide can be changed if it is necessitated by the decision taken by the legislative, executive and judicial bodies, by the Higher Education Council and the Assessment Council and by İU Administration Council and Senate after the publication of this guide. The procedure to be followed under these circumstances is to be determined by İU. Actions regarding the issues not covered in this guide are to be taken in accordance with the decisions of İU Senate.

1.15. The İÜYÖS exam guide will not be published or distributed.

 

2.     APPLICATION REQUIREMENTS
Applications from Turkey and from abroad will be made using the following link: http://yos.istanbul.edu.tr   The applications which have not been made during the application period will not be accepted.

2.1. Of all the applicants aiming to attend the examination:

a) On condition that they either final year students or graduates,

1) Those who have a foreign nationality,

 

2) Those who were born as Turkish citizens but later were permitted by the Ministry of the Interior of Turkey to leave Turkish citizenship, including their underage children who are registered in the document of leaving Turkish citizenship and who can certificate that they have the document regarding the Exercise of Given Rights, pursuant to the Turkish Nationality Law, (The 7tharticle of the Turkish Nationality Law numbered 5901 prescribes that “(1) an infant born from the marriage of a mother or a father having Turkish citizenship inside or outside Turkey is a Turkish citizen”; applicants who would like to apply for the quotas of foreign admission should further review the Turkish NationalityLaw.)

3) Those who used to have a foreign citizenship but later have attained Turkish citizenship/those who have a dual citizenship under these circumstances,

4) Those who have Turkish citizenship and have received secondary education entirely in a foreign country except for Turkish Republic of Northern Cyprus (TRNC) (including those who have received secondary education entirely at a Turkish school located in a foreign country except for TRNC),

5) Those who have TRNC citizenship, reside in TRNC, have received secondary education in TRNC and have obtained GCE AL degrees (The General Certificate of Education – Advanced Level), and those who registered in the colleges or high schools in other countries between 2005 and 2010 and currently have or will obtain GCE AL degrees are eligible for application.

 b) Of all the applicants:

1) Those who have Turkish citizenship and have received secondary education entirely in Turkey or in TRNC,

2) Those who have TRNC citizenship (excluding those who have received secondary education entirely at TRNC high schools and have obtained GCE AL degree and those registered in the colleges or high schools in other countries between 2005 and 2010 and currently have or will obtain GCE AL degrees),

3) Dual citizens whose first citizenship is Turkish from birth, as prescribed in article 2.1./a-2 of this guide (excluding those who have received secondary education entirely in foreign countries except for TRNC and those who have received secondary education entirely at a Turkish school located in a foreign country except for TRNC),

4) Dual citizens who have TRNC citizenship (excluding those who have received secondary education entirely at TRNC high schools and have obtained GCE AL degree and those registered in the colleges or high schools in other countries between 2005 and 2010 and currently have or will obtain GCE AL degrees),

5) Those who have studied or are currently studying at schools subject to the embassies in Turkey or at foreign high schools in Turkey and dual citizens whose first citizenship is Turkish as prescribed in the article 2.1./a.2 of this guide are ineligible.

IMPORTANT NOTICE:

The exams of the applicants who are in one of the conditions mentioned in paragraph (b) of Article 2 under the title of Application Requirements in the exam guide are considered invalid even if they have taken the exam.

3.     APPLICATION PROCEDURE

Filling the Application Form and getting Applicant Number

3.1. Applicants must carefully fill in the Application Form online athttp://yos.istanbul.edu.tr between the application dates to get theirApplicant Number.

3.2. The responsibility of the consequences resulting from misinformation while filling the application form belongs entirely to the applicant.  When filling the sections related to identity information in the form, the identity information of the applicant must not be changed or contracted.

3.3. The e-mail address required in the application form must belong to the applicant and every applicant must provide only one e-mail address. The e-mail address in question must not be used for correspondence or transactions on behalf of other applicants.

3.4. The digital version of the applicant’s self-photo must be attached to the relevant section on the application form. As this photo is going to be printed on the Examination Admission Document and the Examination Result Document, the photo must be taken in the last six months and from the front view, ensuring that the applicant is easily recognizable. The applicant must avoid making significant changes in his or her appearance in a way which can make him or her less recognizable on the exam day. It must be taken into consideration that if the Head of the Examination Hall finds difficulty in recognizing the identity of the applicant, s/he has the right to exempt the applicant from the examination.

3.5. Once the application is filled and saved, an applicant number is going to be sent to the applicant’s e-mail address by the system.

3.6. The Applicant number can only be acquired once. As theapplicant number will be necessary both for the examination and for all the transactions to be made with İU virtually, it must be kept carefully.

3.7. After being given an applicant number, it is obligatory to indicate the “Applicant Number” in all kinds of correspondence carried out with İU. The petitions lacking the Applicant Numberare not to be put into effect.

Paying the Examination Fee

3.8. The applicants who would like to apply for IÜYÖS must pay the examination fee within the application period providing the following information:

Please do not forget to have this information written as the description during the payment process!

3.9. After paying the exam fee, do not forget to log in the system to add your bank receipt number and the date in addition to uploading the passport page which shows your identity information.

3.10. The applicants who will apply from abroad will be able to pay the examination fee through a correspondent bank or through banks working internationally.

3.11. The following points must be taken into consideration while paying the examination fee inside or outside Turkey:

a) The amount sent by an applicant is considered as a paid fee only after the sum is transferred to the relevant account. The examination fee must not be sent as a private cheque, or in an envelope, or as a postal cheque or through similar means.

b) The amount to be charged by the bank in return for the money transfer service must be considered separately from the examination fee.

        c) The applicants who have paid the application fee should carefully check the bank receipt before leaving the bank and have the mistakes corrected if there are any.

4.     INVITATION TO THE EXAM

4.1. Applicants’ applications are evaluated by İU.  In addition to checking whether the information provided by the applicant is complete or not, whether the application fee has been transferred to the relevant bank account is also determined during the evaluation process. The applicants who have been granted the right to take the examination following the evaluation process must print the Examination Admission Document bearing theapplicant number on it and bring it with themselves on the day of examination.

The building and the hall where the applicant is going to take the examination are to be stated in the Examination Admission Document.

4.2. Applicants must carry out the procedures of taking İÜYÖS examination and departure from their countries in accordance with the rules of their countries. İU does not assume any responsibilities or act as a mediator concerning applicants’ allowance for the exam or for obtaining a passport.

5.  THE EXAMINATION

5.1. The exam will be given on May 24, 2014 on Saturday at 11 am. according to the local time of Turkey.

İÜYOS will be given at the same time in all exam centers.

 

5.2. It is obligatory for the applicants to bring their 2014 İÜYOS Examination Entrance Document with their passports and a copy of the passport page which has indentity information on.

 

5.3. It is obligatory for the applicants to bring pencil(s), eraser and pencil sharpener.

 

 

It is forbidden for the applicants to bring mobile phones and calculator.

 

5.4. The applicants will be taken to the exam halls by having their identification check at 10.00.

 

The examination will start at 11.00 am. and includes single session. It is highly important for the applicants to be ready in front of the exam building one hour before the exam so that they can be settled for the exam on time.

 

5.5. In İÜYOS, Test of Basic Learning Skills will be given. Test of Basic Learning Skills is composed of 80 questions. Those questions are maths questions and the questions which aim to test the applicants’ abstract thinking power. This test has very little language basis, together with this the questions have Turkish and English explanations.

 

The duration of the Test of Basic Learning Skills is 90 minutes.

 

5.6. All the questions in the examination booklet are “multiple choice” type questions. Each question has five options and only one option is correct.

 

 

5.7. The answers must be marked on the “answer sheet”. The answers marked on the exam booklet will not be valid.

 

5.8. It is against the examination rules for the applicants to talk and cheat during the exam. If an applicant is noticed for such a behavior, his/her exam will not be valid.

 

5.9. Each applicant will submit his/her examination booklet and answer sheet to the supervisor of the exam hall.

 

The answer sheet of the applicants whose exam is accepted as invalid because of disobedience to the exam rules or not submitting the necessary documents will not be evaluated and Exam Result document will not be prepared.

 

 

6.THE ANNOUNCEMENT OF EXAM QUESTIONS

The applicants will be able to have access to examination questions with their applicant number on http://yos.istanbul.edu.tr .

 

7.     THE PERIOD TO OBJECT TO EXAM QUESTIONS
Five (5) workdays from the time the questions are opened to the access of the applicants. The objections are finalized by the commission for the objections to the questions.

 

8.   THE EVALUATION OF THE EXAM RESULTS
The correct and wrong answers that the applicants gave for the İÜYOS Test of Basic Learning Skills will be counted separately. Separately for each test, raw score will be determined by extracting one fourth of wrong answers from the number of correct answers. Raw scores will be converted to standard scores whose averages are 50 and standard deviations are 10.

 

9.     İÜYOS BASE POINT
It is obligatory for the applicants to get at least 40 standard points from the Test of Basic Learning Skills.

 

10. THE ANNOUNCEMENT OF THE EXAM RESULTS

10.1. The applicants will be able to learn about the exam results online on http://yos.istanbul.edu.tr using the applicant number they have.

 

10.2. Each applicant who has taken the examination and whose exam has been considered to be valid is to print out his or herExamination Result Document.

 

10.3. The Examination Result Document is going to be required by İstanbul University during the process of final registration to foreign and overseas students quotas.

 

11. THE PERIOD OF OBJECTION TO THE EXAM RESULTS

Five (5) workdays from the time the exam results are announced. The objections are finalized by the commission for objections to the exam results.

 

12.   IU PROGRAMME QUOTAS

The quotas stated in the table are provided only as preliminary information. The definitive quotas will be announced after the approval of Council of Higher Education (YÖK).
